Managing portable software

How are you managing portable software (software not needing installation)? Are you packaging them and distributing them with SCCM or just deploying manually to customers?
How keeping track of them and the version? Yes it is possible to package them but peoples will just download the latest version from the website and it them? I was thinking SCCM SINV would be help on that but many organisations are not using SINV.

Package them.  It also gives an easier view as to who is using the software.

If they are set as available to either all or groups who would use the software in SCCM so they can go there rather than a web site it could make things easier for the user and compliance.

As to my situation, people who install applications that are "not authorized" are asked to remove them or they get removed per policy.  There are system scans for software compliance.  (Luckily not by me.)
